Australia May Allow Migrants to Enter from Mid-May 2022

The second wave of COVID-19 in India and across the world has brought about the second wave of restrictions and travel regulations by Australia. In a recent Budget discussion, Treasurer Josh Frydenberg announced that the gradual return of permanent and temporary migrants may commence from mid-May 2022.

As per the government announcement, it was also hinted that students may be able to arrive in the country late in 2021. A joint media release by Home Affairs Minister Karen Andres and Immigration Minister Alex Hawke highlighted the governments plan of capping the 2021-22 Migration programme at 160,000 places, which included 79,600 skilled and 77,300 family stream places.

Continuing its focus on onshore applications and reducing the partner visa backlog, the government is expected to spend around $300 million over a span of four years. However, sources state that the experts, students and migration agents in Australia are unhappy with the latest announcement.

Seema Chauhan, a registered migration agent spoke to the media and commented that the announcement does not highlight a fair Budget from a migration perspective. She added that the emphasis on the onshore applications does not ensure the recruitment of the best talent. She further commented that the government should have focused on bringing students to Australia as many continue to opt for alternate study abroad destinations.

Vinod Mishra, an Associate Professor at Monash Business School highlighted that the universities are the net losers in this Budget. He added that the Australian Universities continue to struggle due to the drop in international student enrolment numbers. Further highlighting that the nature of university education, the losses are expected to persist.

Professor Mishra commented that, on the disappearance of student markets, universities will require time to regain them even after the borders have reopened. The closure of the borders have adversely affected the efforts of the universities in promoting international research collaboration and student exchange programmes as well as study tours, Vinod Mishra added.

Among the group of people disappointed with the Budget announcements were international students within Australia and outside. An international student studying in Sydney stated concerns over the inability of international students in returning home from Australia as they would then be restricted from travelling back due to the travel restrictions. The student added that the government should consider the interests of the international students as they are the most vulnerable during such an unprecedented time.

The Chair of the Make in India Chapter under the Australia-India Business Council, Vish Vishwanathan commented that Australia should work on revamping its immigration policy in support of Australian businesses and international trade.

In his statement to the media, Vishwanathan highlighted that the need for adopting a different model or just identifying new immediate strategies to attract international students and utilise their skills, which enhances the Australian economy has become crucially important. Indias large population of the skilled young generation becomes an immense opportunity for such an endeavour.
