India and Germany Sign a Migration and Mobility Pact

A comprehensive migration and mobility partnership was signed by External Affairs Minister S Jaishankar and Foreign Minister of Germany, Annalena Baerbock on December 5, 2022. The partnership aims to facilitate a two-way movement of students, researchers and professionals and also address the issue of illegal immigration.

Jaishankar is hopeful that the agreement on migration will ease mobility issues. The challenges faced to acquire a German visa will also be eased. Germany wants to reduce the waiting time for visa applications thereby cutting the red tape.

The ties between India and Germany have seen an upward trend in recent years. Baerkbock said that they want highly skilled workers and young people to arrive in Germany for the purpose of study, training programs or work.

The migration and mobility partnership will encourage an increase in student exchange between India and Germany. Earlier in May 2022, Prime Minister Narendra Modi stated that the Indian government will take steps to admit German students to Higher Educational Institutions (HEIs) under programmes like Study in India.

There will be active people-to-people exchanges among students, academicians and professionals. This agreement can be seen as an effort on the part of both countries to expand the internationalisation of the higher education system, to interlink the innovation and research landscapes and to strengthen dual structures of Vocational Education and Training.

Indian students will get greater opportunities to participate in research programs in Germany. Notably, German education institutes are known for their higher education system and research and development efforts in Science and Tech fields.

This agreement also promotes joint and collaborative efforts to take pandemics in future. The deal emphasises the commitment of both countries to reform and strengthen the World Health Organisation on international health work.

The pact will encourage German businessmen to invest in India which will create employment opportunities for skilled labourers in the country. Also, the German government proposes to promote the movement of highly skilled workers from abroad through a law in early 2023.
