Starting August 9, international students who are fully vaccinated with Canada-approved vaccines will no longer need to quarantine for two weeks or an arrival test unless they get randomly selected. This also marks the end of hotel quarantine and students will have to pay to stay in a government-approved hotel.
As approved by Health Canada, travellers entering Canada should be fully vaccinated with Prfizer, AstraZeneca, Janssen or Moderna. Or else, one will still be considered unvaccinated.
Students will still have to have a suitable quarantine plan ready at the border for them to show it to the border officer. The federal government has also issued a presser for international students coming to Canada in Fall 2021, letting them know what measures they need to take when travelling to Canada.

Only students with a valid study permit or letter of introduction that shows they have been accepted for a study permit and those enrolled in a designated learning institution with a COVID-19 readiness plan will be allowed to come to Canada.
Students from India will have to plan their travel according to developments regarding the ban on direct flights until at least August 21. However, they can take an indirect route and take a pre-departure COVID-19 test from a third country entering Canada.
Universities in Canada must already have a quarantine plan as part of their COVID-19 readiness plan. International students should get in touch with their university to learn more about the same. The universities shall also allow students access to food and medicine during their stay.

After a student gets an idea of the universitys quarantine plan, they should submit the plan to border officials through the ArriveCAN app.
Again, one will still need a quarantine plan they are considered fully-vaccinated in Canada.
