On January 21, 2026, Rajasthan Governor Haribhau Bagde declared a few major reforms in higher education to be implemented by all the state universities. According to the directives, it has been decided that all state universities in Rajasthan will either ‘improve or shut down’ in regard to the newer policies. The state Governor was recorded saying that the deteriorating financial health of the state universities was due to a decade-long stagnation in tuition fees across all courses. The quality of education across the universities has also significantly declined over the past few years. To address this issue, it has been stated that a revised fee structure should be introduced in all state universities for the academic session 2026-27, which will equally focus on financial mismanagement and improving the quality of education in the state.

“Improve or Shut Down” Policy The Governor of Rajasthan has issued a firm warning to all the state universities that are failing to meet the expected academic and educational standards to be shut down if they do not improve. A special focus on removing the pressure of NAAC rankings has been suggested by him to curate better and more effective strategies for uplifting the overall state university rankings at the national level.
Mandatory Audits Regular mandatory audits by the Accountant General and Comptroller and Auditor General will be implemented for all state universities to ensure there is no corruption and financial mismanagement. The Vice-Chancellor will be responsible for this process during their tenure.
Relief in Loan Interest Rates To tackle the issue of "financial inconsistency", the Governor has stated that all state government colleges charging over 10 to 12% interest on loans must lower these rates at once. However, there should be an increase in the tuition fees of these institutions, along with pension reforms and stricter financial oversight, to cater to the decade-long problem of long-term sustainability. This will help the colleges with the operational costs and other running problems to dissolve at once, while also handling the burden of high-interest loans and other financial inconveniences for students.
Recruitment and Staffing Rajasthan’s Governor has also addressed the issue of staffing shortage and empty teaching posts at several educational institutes. This problem will be solved by the state by filling the vacant teaching posts at the earliest, to address acute staff shortages that are currently ruining the academic quality.
Changes in Higher Education Curriculum It was further discussed that to improve the quality of education, there must be certain changes to the current curriculum. Chapters on topics of ancient knowledge, including texts by Vedic saint Rishi Parashar and Bhakti movement leader Vallabhacharya, must be added to the higher education curricula.
