Utkal University has a long history. On 13th June 1943, Utkal University Bill was passed by the Odisha Legislative Assembly by Pandit Godavarish Mishra, the then Minister of Education. In 1950 the territorial jurisdiction of the university was not specified in the year 1950, so territorial jurisdiction was defined as including the whole Odisha State. The university has several departments and has taken charge of several constituent institutions. 

At the present University of Utkal is working with 27 post-graduate teaching and research departments on campus. It has offered 15 sponsored courses, three UGC Sponsored innovative programs, and three constituent institutions, the Directorate of Distance and Continuing Education, University Law College at Vani Vihar, and M.S. Law College at Cuttack.

The admission procedure of Utkal University for all the courses is based on the Entrance examination. As per the admission analytics, the number of applications received online is 126. The details of applications for admission to the vacant seats in the several sponsored programme for the years 2021-2022 are available on the university website. Hostel: The Utkal Bhubaneshwar Hostel is well-maintained, clean, and spacious, with several facilities. Inside the campus premise, there are 13 hostels, of which 6 are allotted for gents and seven for ladies. The hostel consists of a common room with borders provided with a computer, wifi, Library, Newspaper, Television, and periodicals facility. Library: The Utkal Library offers a vibrant and welcoming learning space to all the faculties, students, research scholars, and employees of the University. The library is named Parija Library in remembrance of Pranakrushna Parija, first vice-chancellor and professor. The library is extended over 28,000 square feet comprising a large reading room, periodical, reference, manuscript, documentation, text-book, and administrative sections.

Canteen: Canteen is where students spend most of their time; thus, special attention is given to cleanliness and Hygiene. Computer Centre: In1971, an IBM 1130 computer was contributed to the infrastructure of Utkal University, which lead to the establishment of the computer centre of the University. It is used to meet the academic needs of all over the state as well as for non-academic purposes by Orissa State Electricity Board, FCI Talcher Heavy Water Project, Rourkela Steel Plant, etc. 

The activities of the Computer Centre include:
