A tripartite agreement was signed between Ministry of Human Resource Development, Ministry of Panchayati Raj and Ministry of Rural Development. The main purpose of this agreement is to link Higher Education Institutions or HEIs with rural development processes. The plan will be initiated under central government’s scheme ‘Unnat Bharat Abhiyan’. Through this agreement, substantial improvements and developmental schemes will be formulated and implemented in rural areas.

The representatives from Higher Education Institutions (HEIs) will interact with the local bodies in a selected village cluster with an objective to provide knowledge inputs into the development plans of gram panchayat.
Giving a written reply to a question raised in Parliament, Dr. Mahendra Nath Pandey, Minister of State (HRD) revealed that the scheme has been formulated by the Department of Higher Education. The first phase of the scheme is under implementation in various villages. HRD Ministry designated Indian Institute of Technology, Delhi to be the Coordinating Committee for the initiative.

Ministry of Human Resource and Development has advised all the Higher Education Institutions (HEIs) to adopt any backward village cluster and apply their expertise and knowledge to improve the infrastructure in these villages or gram panchayats.
Higher Education Institutions in various districts will have to carry out a detailed field study, take part in the preparation and conceptualizing of community-level development plans in collaboration with the Panchayat Raj and rural development personnel. These institutes will have to provide technical and managerial inputs to the development plans. On the other hand, HEIs will also suggest innovative solutions to various issues that are faced in day-to-day lives of rural households.
