There are 3 - 4 criteria basis which you should finalize a college to pursue B. Sc in Biotechnology.
A government college will be cheaper to pursue and since it will be affiliated to a government university, you are assured of a good education. However, a private college may cost a little more but chances are that infrastructure-wise, a private college may be in a better position.
An affiliated college will mean you get a degree from a recognized board. Autonomous institutes are stand-alone and usually, award their own degrees.
The location is something that you should be comfortable with and having a good infrastructure in college means that you will learn better.
