Immigration, Refugees and Citizenship Canada (IRCC) shows that more than 361,000 immigrants landed in Canada in the first eleven months of 2021. In November, Canada had yet another breaking record of more than 45,000 immigrants, the third time in a row. The country is expected to provide immigrant status to 401,000 people by the end of 2021. The rise in Omicron variant cases may affect the process but with the IRRC’s focus on providing Permanent Residence to people residing in Canada, the goal is likely to be achieved.

The table above shows the number of people who have legally received Permanent Resident (PR) status in Canada. Before the outbreak of a pandemic, about 30% of recipients of PR lived in Canada and 70% came from abroad. In 2021, the percentage has just reversed, with 70% of PR receipts within Canada.
IRRC is also focusing on Express Entry draws on Canadian Experience Class (CEC) candidates and is about launch six streams in May to transition about 90,000 international students and temporary foreign workers living in Canada to permanent residence.
