Canada wishes to hold Express Entry lotteries in 2023 depending on the needs of the economy. IRCC will consult with stakeholders to form new categories in Express Entry.

Canada May Hold Express Entry Lotteries in 2023 Based on Labour Market Goals

Canada plans to organise Express Entry lotteries in the first quarter of 2023 based on labour market objectives. The Immigration, Refugees and Citizenship Canada (IRCC) is set to hold consultations with different stakeholders regarding the formation of new categories in Express Entry while being prepared for its technical implementation.

IRCC invited several applicants for its programmes during the Covid-19 pandemic. On February 13, 2021, Canada expanded its invites to the Canadian Experience Class (CEO) pool of applicants which amounted to more than 27,000 invitations.

Immigration Minister Sean Fraser informed CIC News that under the Express Entry system, IRCC is not permitted to modify Invitations to Apply (ITA) to match the skills and certifications which are in demand.

Fraser commented that if there are a huge number of applications in one particular sector and Canada does not have high needs, the Express System as it exists in today’s time will bring in a workforce that will not match the needs of Canada.

The newly passed Bill C-19 empowers the immigration minister to invite candidates for Express entry using criteria to assist local economic needs. A candidate’s Comprehensive Ranking Score (CRS) is not used in such cases. IRCC can invite Express Entry candidates depending on their level of education, language proficiency, work experience, occupation etc.

Fraser hopes for a better retention rate as candidates are entering positions where there are ample opportunities which is the premise of their application invitation.

Fraser called attention to the need for an open hiring procedure. The chances of special interest groups pushing the government to welcome a particular Express Entry candidate is a concern regarding the measure. Information is required to be gathered from stakeholders to determine how the Express Entry drawings can help to achieve an economic aim. The minister will be obliged to conduct a public consultation process.
