India-Germany Partnership to Allow Two-Way Movement of Students, Researchers, Professionals

India and Germany will sign a migration and mobility agreement to allow for the two-way movement of students, professionals, and researchers while tackling the difficulties of illegal migration.

Both governments are committed to assisting each other's efforts to enhance the internationalisation of their higher education systems, therefore further interconnecting both nations' innovation and research landscapes and building dual frameworks for vocational education and training.

Prime Minister Narendra Modi and German Chancellor Olaf Scholz hailed the conclusion of bilateral discussions on a comprehensive Migration and Mobility Partnership, as evidenced by the signing of the draft agreement and putting it into action.

According to a joint statement published during the sixth Intergovernmental Consultations, they emphasised the importance of this agreement in encouraging two-way movement of students, professionals, and researchers, as well as tackling the difficulties of illegal migration.

Based on the statement, India would boost student exchange and make it easier for German students to enrol in Higher Education Institutions (HEIs) through programmes such as Study in India.

Furthermore, both governments commended initiatives at the university level to investigate collaboration between Indian and German institutions in the form of joint and dual degrees.

Meanwhile, both countries signed a Joint Declaration of Intent between the Central Drugs Standard Control Organisation (CDSCO) and Germany's Federal Institute for Drugs and Medical Devices and the Paul-Ehrlich-Institut to expand collaboration in the field of medical product regulation (PEI).

Previously, External Affairs Minister S Jaishankar and German Minister for Economic Cooperation and Development Svenja Schulze inked a joint statement of intent to execute Triangular Development Cooperation initiatives in Third Countries.

Jaishankar also signed a JDI with Annalena Baerbock, his German counterpart, on the establishment of an agreement on the exchange and mutual protection of classified information, as well as an agreement to establish a direct concealed connection between the MEA and the German Foreign Office.

In addition, he and Schulze signed the Indo-German Development Cooperation Regarding Renewable Energy Partnership.
