IRCC Releases Information on Invited FSWP and CEC Candidates in Canada

The number of candidates invited to the most recent Express Entry draw under the CEC (Canadian Experience Class) and FSWP (Federal Skilled Worker Program) in Canada has been disclosed in preliminary statistics released by the federal immigration department.

On July 6, 2022, IRCC held its first program-specific draw after an 18-month hiatus. A minimum score of 557 was necessary for candidates to obtain an invitation, and a total of 1500 applicants have been asked to apply for immigration to Canada.

In a media release on July 27, 2022, IRCC (Immigration, Refugees and Citizenship Canada) offered a breakdown of data for its recent Express Entry lottery, in which 1750 candidates were invited with a minimum cut-off score of 542.

Candidates qualified for the FSWP, as well as the CEC and Provincial Nominee Program, verified receiving the invitation, according to IRCC. The IRCC spokesman who released the figures noted in a media statement that they are simply preliminary estimates and hence susceptible to change:

A number of causes contributed to the paucity of qualified candidates for the Federal Skilled Trades Program (FSTP). When issuing CEC invitations, IRCC prioritises candidates who are eligible for numerous programs. If an applicant is qualified for the FSWP and the CEC, or for all three programs, including the FSTP, IRCC invites them to apply.

The reasoning is that, whereas FSWP and FSTP applicants who do not have a job offer from Canada must give proof of finance, CEC applicants need not. Candidates who meet the qualifications for both posts are encouraged to apply through the CEC.

If FSTP candidates were also eligible for other programs, IRCC would invite them to apply first. Otherwise, their scores were insufficient. IRCC arranges draws particularly for FSTP applicants on occasion to allow these skilled workers to apply for Canadian immigration.

As additional Invitations to Apply (ITAs) are issued, the Comprehensive Ranking System (CRS) score threshold may be reduced. According to its current multi-year immigration levels strategy, IRCC will need to continue admitting individuals from all programs in order to fulfil its 2023 immigration targets. It is predicted that approximately 80% of candidates who respond to their invitations in these new all-program draws would get decisions within six months.
