NMC Directive: Immediate Action Against Medical Colleges Charging Internship Fee from FMGs

In a bid to help FMGs receive equal opportunities, the National Medical Council has directed State Medical Councils and the Directorate of Medical Education to take immediate action against medical colleges charging internship fees to Indian and foreign medical graduates.

The National Medical Council of India was recently compelled to direct the State Medical Councils and Directorates of Medical Education to take necessary action against medical institutes charging internship fees to Indian and Foreign Medical Graduates (FMGs) as well as denying them the appropriate stipend.

After being notified of such instances committed by medical institutes across India, the NMC directed the respective authorities to ensure that FMGs receive similar facilities as Indian medical graduates.

In addition to offering equivalent stipends and facilities as well as removing any internship fees charged to interns by medical institutions, the NMC highlighted the limited number of Rural Health Centres being chosen by the medical college authorities for the internship training.

According to the NMC’s CRMI Regulation 2021, a total of 15 interns at any given time can be posted in one Rural Health Centre for a total duration of 12 weeks. However, the NMC observed that a lack of appropriate Rural Health Centres adopted by the college authorities has led to a larger-than-specified number of interns in a centre. The rules also stipulate that college authorities are to take up the responsibility of providing appropriate transportation or accommodation for these interns, at the expense of the college authorities.

The NMC had earlier this year, had announced that Indian medical colleges will not be charging foreign medical graduates for undertaking internships in India. Additionally, NMC regulations specified that FMGs were to be paid an equal stipend and facilities received by Indian medical graduates interning at Government Medical Colleges.

The FMGL Regulations 2021, issued on November 18, 2021, outlined the minimum requirements for being registered in India. The regulations stated that all foreign MBBS graduates must have pursued a medical course designed to be completed over a minimum duration of 54 months, with a mandatory 12-month internship at the foreign medical institute from where they received their degree, followed by a 12-month supervised internship in India as well as clearing the National Exit Test (NExT).

In a bid to stop medical colleges from charging an internship fee from FGMs, the circular stated that State Medical Councils should take an undertaking from medical colleges that they will not charge FMGs for permitting them to take up internships, stated sources.
