Tina Dabi, IAS Topper Does Not Get Her Choice of Cadre
Tina Dabi, IAS Topeer opted for Haryana as her first choice but instead got Rajasthan as her cadre.
Last year’s UPSC topper, Tina Dabi had selected Haryana as her first choice but instead will be serving Rajasthan as per the state allotted to her by the government.
Apart from Tina, her two colleagues who stood second and third in the Civil Services examination were also assigned Rajasthan cadre of the Indian Administrative Service (IAS).
Dabi had selected her first preference as Haryana as she strongly believes in women empowerment and wants to equal the girl, boy birth ratio in the state. Currently, the sex ratio of girl and boy child is quite less in the state.
According to the survey conducted in 2011, it was found that against a national average of 943 females, Haryana has only 879 females to every 1000 males.
Though she cannot do amends in Haryana anymore, but she can still work in Rajasthan regarding the same as the state is also below national average with 923 females for every thousand boys.

Also other candidates, like Athar Aamir Ul Shafi Khan from Kashmir did not get his choice. He was determined to serve his own state like the first Kashmiri to top the exam in 2009.
Athar Aamir Ul Shafi Khan is the son of a school teacher from Anantnag district in Jammu and Kashmir.
Apart from their high ranks, the allocation of the cadre of the state in which they will be serving depends on multiple other factors. Some of them include:
- Vacancies
- Quotas
- Whether the candidate hails from the same state

The reason why Dabi did not get her choice of cadre was because every cadre must have two insiders and two outsiders serving as IAS.
In Dabi’s choice of state, Haryana, there were only two vacancies and both were for scheduled tribe candidates. Failing to fulfill the eligibility, Dabi was given Rajasthan as her cadre.
On the other hand, in Kashmir, two of the vacancies were reserved for outsiders, one vacancy for a general candidate and one for an OBC candidate. Again failing to fulfill the eligibility criteria, Khan was also not given the cadre of his choice.
