UGC Act 2026:The new set of regulations issued by the UGC in 2026 mandates that all institutions of higher education establish Equity Committees to combat discrimination in colleges and universities. The Equity Committees will be responsible for dealing with complaints lodged by students, faculty members, and employees, and taking immediate action through a structured timeline. The new regulations will help to ensure equality and dignity for all in colleges and universities.

  • HEIs are required to constitute Equity Committees to deal with cases of discrimination.
  • The rules apply to students, teachers, and non-teaching staff.
  • There shall be no discrimination on the grounds of religion, caste, gender, race, birthplace, or disability.
  • The Heads of Institutions are made directly responsible and accountable.
  • Complaints can be made online, in writing, or via email.
  • The Committee is required to meet within 24 hours of receiving the complaint.
  • The inquiry report is to be submitted within 15 working days.
  • Action is to be taken within 7 working days after the receipt of the report.
  • The police authorities are to be informed immediately in case of a penal offense.
  • The Committee is required to have representation from SC, ST, OBC, PwD, and women.
