UPSC launches ‘Pratibha Setu’ Initiative: In a first-of-its-kind move aimed at supporting civil services aspirants beyond the final selection list, the Union Public Service Commission (UPSC) has launched a new initiative called ‘Pratibha Setu’. Pratibha, which stands for 'Professional Resource and Talent Integration – Bridge for Hiring Aspirants', is a platform launched by the Union Public Service Commission (UPSC) to connect verified employers with highly qualified UPSC aspirants who cleared UPSC Prelims exam but did not make the final merit list.

Previously known as the Public Disclosure Scheme (PDS), ‘Pratibha Setu’ offers access to details of non-recommended but willing candidates. According to UPSC officials, this new system provides employers with access to candidates who are almost as capable as the selected ones, giving these aspirants another chance to succeed, even outside the traditional government postings.

Under this initiative, the UPSC will create a database of top-performing unsuccessful candidates, particularly those who appeared for the Personality Test (interview round). This database will then be made accessible to recruiters from PSUs, ministries, corporates, think tanks, NGOs, and educational institutions who are on the lookout for versatile, driven, and well-informed professionals. The candidates will be contacted through a structured consent-based process, and only those who opt in will be included in the programme.

The commission will provide login IDs to organisations for the recruitment of these candidates. Further, private organisations can also register using the commission’s portal, it added. Registered companies or PSUs can sign up using their Corporate Identification Number (CIN), which is verified via the Ministry of Corporate Affairs (MCA). A data bank of more than 10,000 such candidates will be made available, the UPSC said, adding that lakhs of students apply for different government job recruitment examinations conducted by it.
