Centre Approves Justice Reddy Committee Recommendations on Distance Learning Programmes
The central government has accepted the Justice Reddy Committee recommendations regarding the Distance Education Programmes (ODL). Some of the important UGC's ODL instructions are listed below.
The central government has given its approval to the recommendations of Justice Reddy Committee regarding the Distance Education Programmes. MHRD constituted a three members Committee to examine the scenario of distance education in the country. The committee was also directed to suggest different ways to strengthen distance education in India and to set up a regulatory mechanism in the field of higher education.
The court ordered MHRD to form a committee comprising of eminent personalities such as educationists, scholars and persons holding high positions in law, investigation and others.

- The list of approved programmes under Open and Distance Learning Mode should be available on the official website of UGC. The list should be updated every year so that students do not have any confusion with regard to recognition of courses offered through distance mode.
- The course which is not listed on the official website of the UGC does not carry any recognition, and students cannot claim any benefit for the same.
- UGC will not grant ex-post facto or retrospective recognition to any course offered through ODL or distance mode.
- It is mandatory for Higher Educational Institutes to adhere to all the provisions of the UGC-ODL Regulations 2017.
- Also, the UGC ODL Regulations 2017 are applicable to all the Higher Educational Institutes as per the Clause (3) of sub-regulation (1) of Part - I of UGC (ODL) Regulations, 2017.
Ministry further informed that all the private institutes established under the State enactments to strictly follow all the above-mentioned requirements for Open and Distance Learning Mode course.
