Clinical Scientists Eligible to Sign Diagnosis Reports

The Clinical Establishments (Registration and Regulation) Act is enacted on February 14, 2020. According to the notification, the Clinical Scientists can now sign the Lab Test Report.

The Ministry of Health and Family Welfare has issued a gazette notification on February 14, 2020, regarding the Amendment rules 2020 for Clinical Establishment (Central Government). According to the notification, M.Sc Pathology/ Medical Biochemistry/ Medical Microbiology candidates with at least 3 years of experience or training in the laboratory can generate and sign test reports. They can also perform medical tests. The test must be of their respective specialty. The candidate need not record any opinion or interpretation of laboratory results. The test report generated must have a disclaimer that the reports are strictly for the use of medical practitioners and are not a medical diagnosis.

The candidate must hold a degree from a recognised University or Institute. They must have relevant work experience from a Government or Recognised Hospital, Medical college, Institution or organisation. The notification was released after the meeting of the Board of Governors in the supersession of the Medical Council of India.

The Clinical Establishments (Registration and Regulation) Act is enacted by the government throughout the country to set registration and regulations of clinical establishment and offer minimum services and facilities.

Dr. Sridhar Rao, President National MSc Medical Teachers Association (MMTA) said that the decision gives the Clinical Scientists their rights. He added that earlier when the signing authority rights were snatched from the candidates, many faced problems like the loss of jobs, demotion at the workplace and hardships.

Mr. Rao also said that the clinical scientists' professionals in countries like the US, UK, New Zealand, Nepal, Sri Lanka, Parts of EU and Middle East countries are allowed to sign the test reports which is one of the reasons for the union government to adopt the guidelines.

Before the introduction of the amendment, only MBBS doctors with at least one year of work experience or training were only allowed to sign the report. MBBS doctors working in government sectors were exempted from work experience or training.
