Headmasters must Teach Students in Schools apart from Administrative Activities, Clarifies Haryana HC

The High Court of Haryana and Punjab clarified that the headmasters who are working in various schools across Haryana must teach students apart from carrying out administrative activities. The court clearly indicated that the government is paying salaries to headmasters for carrying out both administrative and teaching activities. No headmaster must decline teaching activities because they are unable to bear the pressure of administrative work.

Earlier, some of the headmasters filed petitions in the court seeking relief from teaching activities. They indicated that they have a heavy workload in carrying out administrative activities and pleaded for relief from teaching activities. However, the petitions were dismissed by Justice Rajiv Narain Raina and stated that headmasters must carry out both the activities.

The court also mentioned that it is the responsibility of the Executive to decide the workload and Judiciary have no power to intervene in the functions of the Executive. The court further clarified that if the headmasters have been appointed at par with TGT/masters, then they need to take the classes along with administrative work. Most of the headmasters were initially teachers and later promoted as headmasters.

In January 2016, the Education Department of Haryana passed an order stating that headmasters of elementary schools can take 30 periods a week which will not be a problem and they can carry out administrative activities without pressure.

However, the decision of the Education Department was challenged by some of the Headmasters of Elementary Schools and argued that the headmasters of Senior Secondary schools do not have much workload and they are taking only 12-13 classes a week which is unjudicial.
