HRD Ministry Makes Changes in Regulation Committee Set up by UGC
The change was made as the Solicitor General of India questioned the power given to the shortlisting committee.
A change is made in the rules and regulations of the committee set up by the University Grants Commission for shortlisting the world class institutions of the country. The change is made by the Ministry of Human Resources Development following the questioning about the power given to the shortlisting committee by the Solicitor General of India.
The committee was set up by UGC but it was supposed to work independently and not under UGC. The committee is made to analyse the institutes and to make the best possible decision. The Solicitor General was concerned and questioned whether the committee can function without guidance from UGC.

On 7th October 16, the Ministry of HRD uploaded the updated regulations for public feedback on the official website. On the basis of the new rules, the committee will now take recommendations from UGC but the power of final say in the decision is still with the government.
An official told the reporters that the final list or report will be first sent to the UGC and after 15 days the updated list will be sent to the HRD Ministry for approval.

The committee will consist of five people who are reputed and have done some notable work in the education sector. The committee will study the applications and will announce the decision based on them. The applications will ideally cover the following things:
- Detailed five-year implementation plan
- Faculty recruitment policy
- Research plan
- Infrastructure development plan
