ICAI Recommends Re-Evaluation for CA Exams, Amendment of CA Act
ICAI has omitted the scope of re-evaluation after inviting suggestions from stakeholders on the draft report. The changes came after CA students asked for amendment in the said regulation.
Months after the formation of a high-level committee for regulation of the CA exam process, ICAI (Institute of Charted Accountants of India) has now come up with a draft report basis the suggestions given by the committee. ICAI had asked for suggestions from various stakeholders regarding the issues pertaining to the CA exams, days after CA students' protest in Delhi demanding re-evaluation of CA answer papers.

In the draft report, the scope pf re-evaluation has been omitted by ICAI citing regulation 39 (4) of CA Regulations 1988. CA students had asked for an amendment in the said regulation. Also, to explain the Regulation 39(4) of the CA Regulations, 1988, "re-examination of answers is not allowed under any circumstances," the CA exam regulator said in the draft report. ICAI has also asked for suggestions from stakeholders on the draft report till February 24. The suggested answers have been discussed in the draft report and the suggested answers are the model answers as per ICAI. ICAI mentions that students misinterpret the suggested answers to be actual or complete answers. "The examiner should use his/her discretion (regarding the quality of arguments, use of evidence, presentation, etc.) and give appropriate marks to the answers, if the approach followed is valid and the answer is correct. Examiners can use their judgment to award marks for the partly answered questions as well, as per the draft report.

The committee also recommended putting a cap on the number of attempts in the CA exams. While it recommends reducting the number of attempts in the CA Foundation exam to three times, there are plans to not restrict the number of CA final exam attempts. In September 2019, CA students had claimed their answer sheets were not evaluated properly and held protest asking for re-evaluation. On September 27, ICAI had got roughly 53,000 applications for showing answer sheets from three lakh CA aspirants who appeared for the exams.
