MHRD: Fellowships Offered by UGC to Come Under Direct Benefit Transfer
UGC has brought all the fellowship programmes of the HRD Ministry under the Direct Benefit Transfer (DBT) mode in order to ensure regulation of funds and smooth payout of fellowships.
The University Grants Commission (UGC) has brought all the fellowship programmes of the HRD Ministry under the Direct Benefit Transfer (DBT) mode in order to ensure regulation of funds and smooth payout of fellowships.
The DBT disbursement process will enable the UGC to maintain a smooth record of the fellowship awardees. Under this process, the awardees will have to upload continuation certificates along with HRA certificates on a quarterly basis in the respective bank branches.
Various fellowship programmes will be implemented by the UGC. These fellowships have been started by different ministries including the Ministry of Human Resource Development, Ministry of Minority Affairs, Ministry of Social Justice & Empowerment and Ministry of Tribal Affairs.
According to the information provided by the UGC, various steps have been taken to address student grievances regarding fellowships. Awardees can share their problems related to the delay in administration and payout of fellowships.

Following are the UGC initiatives started for addressing grievances:
- A dedicated web portal has been started for the migration of legacy cases on DBT platform.
- A fellowship tracking portal has also been designed that will enable students to check the status of their payment, date for uploading documents, etc.
- A dedicated email id has been created to address student grievances regarding payout of fellowship and scholarships.
- A telephone line has also been dedicated to receiving calls related to fellowship complaints.
