Prakash Javadekar, HRD Minister pointed that the number of students registered for Ph.D. under the professors of Jawaharlal Nehru University is 20-25 instead of 8 as prescribed by the University Grants Commission. Giving response to the various questions asked in Rajya Sabha regarding the status of research particularly Ph.D. in the country, Javadekar indicated that JNU has more research scholars than mandated by UGC.

On the other hand, pointing out the issue of research that is undertaken in the country, Digvijay Singh, a congress leader said that the guidelines issued by UGC proved to be counter-productive. He claimed that the government has removed deprivation points for weaker sections in Jawaharlal Nehru University.

Javadekar further pointed that Delhi High Court ordered that all the varsities have to follow UGC regulations. However, as per the UGC guidelines, a professor can guide eight research scholars, an assistant professor can guide four research scholars and an associate professor can guide six research scholars.

Compared with other countries, the number of Ph.D. scholars guided by professors is high. He expressed his surprise that around 20-25 students are being guided by a professor in JNU which cannot be seen in any other country. He assured that the number of Ph.D. seats in JNU would not go down as the teaching vacancies will be filled and the number of research scholars being guided will increase.
