Ph.D Mandatory for University Teachers from 2021
- The main aim of the initiative is to improve the quality of higher education in the country.
- UGC is also planning to introduce the Academic Performance Indicator and will also introduce simplified evaluation grading system.
From 2021,Ph.D.will be mandatory for teaching at university level. It will be applicable forassistant professorsas well which is considered as an entry-level designation for instructors in universities.
In an official notification issued by Ministry of Human Resource Development (MHRD), Ph.D. is mandatory for the direct recruitment of Assistant Professors in Indian universities. The new UGC regulation in this regard will come into effect from July 2021. The same rule will be also applicable for the promotion of assistant professors in the universities.
At present, candidates who hold Ph.D. degree or Master's with NET eligibility are considered for the appointment as assistant professors in universities.

Othe Highlights of the New UGC Regulation:
- The varsities will have to fill at least 10% of its sanctioned professors strength with senior professors in universities.
- Senior professors will be eligible for the direct recruitment and for promotion under CAS.
- Universities will grant permission and provide need-based facilities to college teachers to supervise Ph.D./ M.Phil scholars.
As per the reports, teachers will be provided with amonth-long induction programmewhich is mandatory for all of them. This training will be given to them before they start work and will also be required to devote two hours for mentoring time for students in their extra-curricular activities and community development programme. The main aim of this initiative is to improve the quality of higher education in the country.

Apart from new qualification and eligibility criteria for teachers,UGCis also planning to introduce the Academic Performance Indicator and will also introduce simplified evaluation grading system to make the process easier. The promotions of the associate professor will be on the basis of teaching-metrics whereas in universities it will be on the basis of research and teaching. They are also planning to make Ph.D. mandatory for promotion as associate professor and assistant professor.
