Justice JB Pardiwala and Justice R. Mahadevan raised the issue of seat blocking in NEET PG 2025. They noted that candidates often accept and then relinquish seats in search of better options, which creates unfairness and negatively impacts the seat allocation process, ultimately harming higher-ranked candidates. Despite existing measures, there are still challenges in enforcing these rules, indicating the need for further reforms. Justice Pardiwala emphasized the importance of utilizing technology to enhance transparency and fairness in the admissions process.

List of Reforms Directed by SC for NEET PG 2025 Counselling

The apex court has issued various key directions for NEET PG Counselling 2025 below.

  1. To align All India Quota (AIQ) and state rounds, preventing seat blocking.
  2. Private and deemed universities must transparently share all fee-related information.
  3. Establishment under the National Medical Commission (NMC).
  4. Allowing candidates to shift to better seats without reopening counselling for new entrants.
  5. Publishing raw scores, answer keys, and normalization formulae for NEET-PG exams.
  6. Strict penalties, including security deposit forfeiture and potential disqualification for repeat offenders.
  7. To prevent multiple seat holdings and misrepresentation.
  8. Possible contempt or disciplinary actions for violations.
  9. Standardizing rules across states for eligibility and grievance management.
  10. Annual audits by NMC to ensure compliance and fairness.

Key Directions Passed by Higher Court for NEET PG 2025 Counselling

The following are the directions passed by the Higher Court for NEET PG 2025 Counselling.

  • The High Court ordered the Director General to compensate petitioners with Rs. 10 lakhs each within four weeks.
  • The Principal Secretary of Medical Education in Uttar Pradesh, Lucknow, is asked to work on improving the admission process to minimize seat blocking during the initial counseling rounds.
  • An inquiry will be conducted regarding the relaxation of admission rules, with a two-month deadline for findings and accountability for any officials at fault.
  • Future admissions should allow enrolled students to change courses after the first two rounds, with leftover seats filled in a mop-up round.
  • SC reduced the compensation for candidates from Rs. 10 lakhs to Rs. 1 lakh each, highlighting the need for effective implementation of the new framework.
