Some of the noble personalities of the locality dreamt of establishing a temple of learning to provide higher education to the rural based youngsters and make this area educationally advanced. Under the leadership of a great educationist, writer, prof. Nimain Charan Pattanaik a meeting was arranged inviting the important persons of the locality and decided to found a degree college in the village Baulasahi for the immense benefit of the poor students of this locality. In the public meeting it was suggested to name the college after the name of Lord Shiva “Pindikeswar” and the locality and it is named as Pindikesh Anchalika College, Baulasahi. The inspiration and dedication of the people of the locality to establish a college in such remote area is beyond description. They decided to setup the college at the foot hill of ‘Netabandha’, a fine green forest area near the temple of Lord Pindikeshwar with fine spectacular beauty of nature. Some villagers of Baulasahi donated acres of Land and funds for the construction of the building. The foundation stone was laid down by an eminent freedom fighter, researcher SJ. Dasarathi Pattanaik on dt- 13/12/1990 and with great difficulties the local people constructed the building of the college.  With the endeavour of the first Principal of the college Dr. Siba Prasad Dutta, the institution got permission from the session 1992-93 from the Govt. of Odisha and started functioning with subjects English, MIL (O), History, Political Science, Education, Sanskrit, Economics, with 128 seats each. The college got concurrence of the Govt. of Odisha and affiliation from Utkal University , Vani Vihar, Bhubaneswar of the above mentioned subjects.
