After the Patna High court ordered not to appoint Bachelor of Education (B.Ed) degree holders from Jammu and Kashmir as a teacher in Bihar's secondary and senior secondary schools a few years back, now Bihar government has finally decided to appoint Bachelor of Education (B.Ed) degree holders from the University of Kashmir and University of Jammu for such schools.

In a cabinet meeting, the Bihar government on Friday, 3rd February 2017 approved a proposal of the education department to bring some necessary amendments in the higher secondary teacher's recruitment rules so that B.Ed degree holders from Universities of these northern state can join as a teacher in Bihar.

Before that, the government did not recognise the B.Ed degree holders from any institutions of Jammu and Kashmir on the pretext that northern states of India do not come under the ambit of the National Council for Teachers' Education or NCTE.

NCTE is an advisory body for the central and state governments on the matters relating to teacher education. It became as a statutory body in 1995. It plans and coordinates the teachers' education system in the country so as to equip them to teach at primary, pre-primary, senior secondary and secondary schools, adult education, non-formal education, part-time education and distance (correspondence) education courses.

It also undertakes surveys and studies relating to various aspects of teachers education. The council also makes recommendations to the Universities, University Grants Commission, central and state governments, and recognises institutions for the preparation of suitable plans and programmes in teacher's education. It also lays down guidelines for the minimum qualifications for a person to be appointed as a teacher in schools and recognised institutions.
