Prakash Javadekar, HRD Minister, indicated that the government is committed to free the educational institutions from control and is willing to grant autonomy to top performing higher educational institutes on the lines of IIM Bill. Javadekar mentioned that the move is an attempt to change the general perception that there are rules to control an institution if the government funds it.

The Union Cabinet approved IIM Bill 2017 on January 25, 2017, through which IIMs will have the power to confer degrees instead of diplomas as well as all these institutions will have statutory powers and the management will board-driven.

He expressed that granting autonomy to IIMs is a milestone, and the government will still fund the institutes. However, there is no provision for the government to have the power to control these institutes. One of the provisions of IIM Bill indicates that a coordination forum can be set up, and the chairperson of this forum will be a prominent member of the government, and he/she will be chosen by the members.

He advised all the higher educational institutes to perform well for more autonomy and fewer restrictions. He indicated that average performing institutes will have average autonomy. On the other hand, institutions which do not perform well will have more restrictions and less autonomy. Therefore, all the higher educational institutions need to work with dedication and determination and take steps towards improving quality of education.
