Delhi Govt. Signs MoU with German State to Facilitate Collaboration in Higher Education

A MoU was signed between Delhi Government and Thuringia, a state in east-central Germany on Monday, September 26, 2016. The MoU will aid in enhancing collaboration between the two states in the field of higher education.

The MoU was signed by Manish Sisodia, Deputy Chief Minister of Delhi and State Secretary of the Federal Free State of Thuringia, Georg Maier at the Delhi Secretariat.

According to an official statement released by the state, the MoU will facilitate cooperation and communication between universities of the two regions to cater to the needs of the education systems of both the nations. This collaboration will assist universities of both the states to lead research programs that will mutually benefit both the parties and will encourage other universities to promote such partnership and collaboration.

Under this initiative, exchange programs will be organized where both the parties will exchange faculty members, research information, academic publications and other aspects that will help in improving the quality of higher education.

The State Education Minister, Manish Sisodia talked about the MoU and said that the collaboration is a step in the direction of a dual system of education in Delhi. He also informed that the ministry has plans to establish an institution along the lines of the University of Applied Sciences of Finland and Germany.

In June 2016, former Union HRD Minister Smriti Irani had announced the revised UGC guidelines as per which domestic educational institutions were given the right to collaborate with their counterparts abroad on the condition that Indian students be given the opportunity to complete at least one semester of their post graduate courses and two semesters of their undergraduate course at the abroad university with which the Indian Institution has partnered. However, the university planning to do so will have to take the permission from the UGC.
