Third-year Political Science students of the University of Delhi, who had opted for ‘Public Policy in India’ as an optional paper in the fifth semester, were startled and shocked after seeing out-of-syllabus questions during the exams. Enraged students filed a complaint against the out of syllabus questions to the authorities of varsity. The students also claimed that the Hindi translation of one question was not correct. According to the information given by students, there were eight questions, out of which they had to answer four. Out of eight questions, the following three questions were out-of syllabus: -

  • Write a short note on ‘Sarva Shiksha Abhiyan’
  • Discuss the feminist perspective on the state.
  • Discuss the forest policy of India and elaborate the challenges facing the policy today.

These three questions cause a severe discomfort to students and the Hindi translation of feminist perspective question was not appropriate. The examination was conducted for 75 marks, and each of the four questions carries 18.5 marks. Students of Ramjas College and Daulat Ram College raised the complaint first. The students of these colleges claimed that the out-of-syllabus questions left them with limited choice. Students further pleaded the authorities to evaluate the exam paper leniently. Heads of Political Science Department at these colleges have also written to the Head of DU Political Science Department Head.

A political science teacher at a DU college explained that the question paper might have been changed during the moderation process. Usually, the varsity sends the question paper for moderation and then it is printed and sealed. All these question papers will reach the examination department of the varsity. A three-member board constituted by the varsity prepares the question papers and a senior teacher of the department will be given the responsibility of moderation. After the semester system came into effect, the process of setting question paper and moderation norms have changed and these changes are leading to many problems.
