According to a report prepared by the government, Indian states failed to meet up to the education equity improvement level. The government report was prepared by keeping various equity index factors such as the performance difference between rural and urban students, reserved categories and general categories students, enrolment of children with special needs, male and female students, and so on.

The Performance Grading Index (PGI) report has been created and published by the Ministry of HRD (Human Resource Development). The report created by the ministry is based on the data which is obtained from Shagun and National Achievement Survey-2017. This is the second PGI report published by the ministry. The first report was created in the year 2019 for the former years 2016-2017.

As per the report, while several states in India has shown improvement in terms of governance and improvement, a total of 15 states has failed to improve the education equity rate. Also, education equity was considered as the least improved areas in terms of the previous years in India.

The grading of the states in the report has been done in the context to four major domains on the scale of 1,000-grade points including access, equity, infrastructure and facilities, and governance processes. As per the report, the grading of the states gives the opportunities to all the states and UTs to become the start performer and achieve the PGI hopes to be on Level 1.
