HRD Ministry Recommends Central Universities to Set-up Counselling & Equal Opportunity Cells

In a move to give better amenities, HRD ministry is set to recommend a number of welfare measures so as to strengthen counselling and further redress the grievances of students at all central universities, reveals HRD Minister Javadekar.

The HRD minister was interacting with Vice-Chancellors of all 40 central universities at Banaras Hindu University (BHU) on Thursday, 6th October. While talking to the reporters the minister said that his ministry officials are right now studying the inquiry report submitted by Justice A K Roopanwal. Based on the recommendations of the report, the central government will soon roll out a framework for redressal of grievances and prevent suicides of students- like in the case of Rohith Vemula.

Some of the recommendations from the HRD ministry in the pipeline are -

  • Central universities to set up counselling centres and equal opportunity cells which will be headed by an anti-discrimination officer
  • Institutions have to dispense the complaints of students on a weekly basis
  • To organise remedial classes for weak students
  • Appoint volunteers to guide and mentor freshers
  • Varsities will have to ensure that hostel rooms and other facilities are only used by students
  • No outsiders will be allowed to use these facilities

The minister did not comment on the findings of the commission set up to probe circumstances that led to the death of Vemula. Javadekar also appealed to the V-Cs to increase the student intake. But the VCs felt that it will be impossible to do that until the government increases funds and infrastructure of the Universities.
