Hyderabad: HC Refuses to Direct MCI to Give Nod for Medical College

The High Court of Hyderabad has rejected to direct Medical Council of India (MCI) and Central government to renew permission to run a medical college. The court mentioned that the medical colleges have to maintain minimum standards as prescribed by MCI. Both MCI and Central government had denied the permission to renew NRI Institute of Medical Sciences, Visakhapatnam as the college lacked the required infrastructure.

During MCI inspection, the college had allegedly shown the names of six teachers of another medical college as its faculty. The MCI team visited the college on December 16 & 17, 2014. After the inspection, MCI had refused the grant permission to run the college for the academic years 2015-16 & 2016-17.

The management of the college challenged the decision of MCI in High court. The college requested the HC to grant permission to run the college for the current academic year. A bench comprising of Chief Justice Ramesh Ranganathan and Justice Prasad Rao refused to accord any such relief to the college. So, the college cannot make admissions to MBBS course for this year also.

The management of the college requested the court to direct the authorities to conduct inspection now and grant permission. However, Vivek Chandra, counsel of MCI opposed any such relief to the college.

During the inspection in the year 2014, the MCI team had tried to contact the teachers whose names were mentioned in the list of NRI Institute of Medical Sciences. However, the calls went to the telephone operating system of rival medical college, Anil Neerukonda Medical College. The management of NRI College tried to throw the blame on HudHud cyclone which destroyed the telephone lines in Visakhapatnam.

However, the court summoned a record from BSNL, and after observing the records, the statement made by the college management was declared incorrect. The telephone lines which were destroyed due to the cyclone in November 2014 were restored within a month before the inspection of MCI.
