Javadekar: Graded Regulatory Mechanism to be implemented in UGC

In order to bring greater transparency, the HRD ministry will soon introduce a graded regulatory mechanism the UGC. HRD Minister Prakash Javadekar informed that the system will soon be implemented as part of the UGC reforms to enhance the autonomy of the body.

The minister also informed that the online web-based platform 'SWAYAM' will be launched in March 2017. It is a MOOCs platform that will offer over 2000 courses through digital media. The platform will bridge the digitization gap and connect distant students to mainstream education.

Javadekar talked about the Union Budget 2017 and said that the government plans to raise the quality of education. He also informed that additional funds of close to Rs.6,000 crore will be garnered this year to achieve the desired results.

Learning outcomes will soon be defined keeping in mind the Right to Education Act. These standards will be implemented in the academic session 2017. A fund of Rs.100 Crores will be released for schools in the educationally backward districts. This fund will be utilized for innovation at the school level.

Javadekar also informed that a separate exam agency will be appointed soon. He added that this agency will be responsible for conducting major exams and will relieve CBSE from the extra burden. Therefore CBSE will be able to focus on school education.

The minister said that the UGC reforms are an endeavor to provide more autonomy to good institutes and monitor mediocre and lower-level institutes that need administrative assistance.
