No Clarity on Mandatory Hindi Test in Delhi University (DU)

The issue regarding Compulsory Hindi Test (CHT) is back creating confusion among students of Delhi University. Colleges affiliated to Delhi University have put up a notice directing all the students to appear for the exam which is scheduled to take place at the end of the semester. With CHT becoming mandatory to obtain a degree, it has led to discomfort, particularly among North East students who have not studied Hindi beyond Class VIII.

Satyawati College (Evening) was the first college to put up a notice regarding the CHT on September 14, 2017. The notice indicated that the students of first, second and final year who had not studied Hindi in Class VIII, IX and X must sit for CHT. Students who appear for CHT must qualify in the exam to obtain a degree.

In 2016, the Hindi Department of Delhi University informed the principals of all the affiliated colleges to begin a course in Hindi and train students for CHT who opted out of Hindi after Class VIII. The idea of the varsity is to make students know the basic national language before graduating from the varsity. The Academic Council of Delhi University cleared the proposal of CHE in July 2016, which later faced protests from students demanding it to be rolled back following which students from Khasi, Mizoram, Nagaland, Sikkim and Manipur were exempted from CHT.

A section of North East students submitted a memorandum to Satyawati College highlighting the problems of NE students with regard to CHT.

This year, the Hindi Department of Delhi University has not sent any new circular to affiliated colleges regarding the CHT and few colleges have already started preparing students for CHT.
