Moderation Policy: HRD Ministry to Convene Meeting of CBSE & State Boards

The HRD Ministry will soon convene a meeting of officials from 23 boards and Central Board of Secondary Education (CBSE) to discuss the probable ways on scrapping of the moderation policy. Moderation policy is a practice where students’ marks are adjusted for papers regarded as difficult. The board will also award grace marks for the students if there are differences in the sets of the question paper.

On April 24, 2017, CBSE and 32 boards had come to a consensus with regard to the scrapping of moderation policy. Later, the High Court of Delhi directed CBSE not to scrap the moderation policy and indicated that it was not advisable to implement the change mid-way. However, CBSE wanted to challenge the order of HC in Supreme Court. Following the advice of its legal counsel, the board decided to withdraw the decision. The legal counsel advised that challenging the Delhi HC order might delay the results of CBSE Class 12 examination.

One of the officials revealed that the board has to take the decision on scrapping the moderation policy by November 2017. The board must finalise the modalities without causing delay. The registration for Class 12 exams usually begins in November every year. The board must not take any decision after November 2017, he added.

HRD Ministry has directed all the boards to disclose their moderation policies, and a meeting will take to discuss the same soon.

Earlier, the centre also constituted a panel to ensure uniform marking and syllabus for students who will appear for Class 12 examinations in 2018. The centre also informed all the school boards across the country to stop ‘inflating marks’.
