UPSC: Baswan Committee Report on Civil Services Exam Pattern under Review

Currently, Union Public Service Commission is reviewing the report submitted by Baswan Committee, which has recommended changes in the pattern of civil services examination. Union Public Service Commission constituted the Baswan Committee in August 2015. B.S. Baswan was appointed as the Chairman of the committee. The main objective for constituting the committee was to review the examination pattern of civil services examination.

The committee submitted the report on August 9, 2016. Jitendra Singh, Minister of State for Personnel revealed that the report is under review and UPSC is yet to give recommendations on the report. The matter was raised in Rajya Sabha on March 10, 2017, and the minister had given a written reply.

The Baswan Committee has examined the structure of civil services examination, duration of the examination, the system of evaluation, weightage of marks, marking scheme, the number of papers and plan of examination. It took one year for the committee to examine and review the civil services examination. The committee recommended some changes in the pattern of the examination.

According to sources, the Baswan Committee recommended that the upper age limit for the civil services examination must be reduced to 32 years. The committee was expected to submit the report by February 2016. However, the committee took six months more to submit the report.

According to a recent notification issued by UPSC, the aspirants for civil services examination must have attained 21 years of age and the upper age limit shall be 32 years as on August 1, 2016.
