The Union Public Service Commission (UPSC) has examined the report of Baswan Panel which has suggested some changes in the examination pattern of civil services examination to the government. The panel is waiting for the final decision of the government.

The Baswan Panel was appointed in August 2015. The panel consists of experts and former HRD Secretary and retired IAS officer Mr. Baswan is the chairperson. The committee submitted the report in a sealed cover to the Department of Personnel and Training (DoPT) for the final decision.

According to the sources, the committee is understood to have recommended the reduction of upper age limit of 32 years to appear for the exam. According to the latest notification issued by UPSC, a candidate must have attained 21 years of age and should not be more than 32 years of age as on August 1, 2016, to be eligible to appear for the exam.

The upper age limit is extendable for the candidates who belong to Scheduled Tribe, Scheduled Caste, and those who had originally been in the domicile of Jammu & Kashmir between January 1, 1980, to December 31, 1989, and Other Backward Classes (OBCs).

The panel has also referred a new pattern of examination, number of papers, weightage, scheme of evaluation and duration. Earlier, the committee was directed to submit the report within six months. However, it was further extended to another six months. The panel submitted the report on August 9, 2016.
