HC: Admission Process for PG Medical Courses in Haryana to be Aborted

The High Court of Punjab and Haryana ordered to cancel the counselling procedure for admissions to post graduate medical courses in the state of Haryana. The court also commanded the state govt. to pay Rs 1 lakh to each and every candidate who have appeared in the first counselling round.

The High Court came to this decision while ruling the petition filed by Dr. Narinder Soni which challenges the prospectus releasedby the government of Haryana for admissions in MS/MD/PG diploma programmes from the academic session 2017. He appealed that the preferences which are given by the institute of the state and the incentives marks granted to in-service Haryana Civil Medical Service (HCMS) doctors as per this prospectus were against the provisions underregulation-9 of the PG Medical Education Regulations framed by the Medical Council of India (MCI) in 2000.

The petitioners argued that the institutional preference given to the students who have passed their Bachelor of Dental Surgery (BDS) or Medicinae Baccalaureus and Bachelor of Surgery (MBBS) from dental or medical colleges of Haryana doesn't follow regulation-9 rules of the Post-Graduate Education Regulations of MCI. It also claimed the 20 percent incentive marks awarded for rural service does not obey the MCI Regulations.

The counsel of MCI instructed that the regulation-9 is a complete conduct code in itself to be followed for medical admission. He explained the incentive marks given to in-service HCMS doctors islegitimate only for those doctors who are serving in challenging and remote areas and not just rural areas.
