HRD Ministry to Rank Institutes of Higher Learning on Cleanliness

  • The ranking will be made based on the overall cleanliness of the higher learning institute.
  • The ranking authority will give 85% weightage to the cleanliness and facilities inside the campus and 15%  weightage for the activities outside the campus.

A recent notification issued by HRD Ministry revealed that the government has decided to give ‘Swacchata Ranking’ to all the institutes of higher learning. The ranking will be made based on the overall cleanliness of the higher learning institute. The official notification further indicated that interested institutes/ universities/ colleges could register online through the official portal of All India Survey on Higher Education (AISHE). The registrations will open on July 20, 2017, and will continue until July 31, 2017.

On the other hand, HRD Ministry did not issue any circular to the colleges or universities until now. Most institutes lack clarity or are unaware about the notification issued by HRD Ministry regarding rankings based on cleanliness. The ministry will take possible steps in encouraging more institutes to apply for rankings.

Basic Criteria for Judging the Institutes based on Cleanliness: -

  • The registered institutes will be ranked based on the availability of toilets in academic buildings, hostels, running water facility, maintenance, the condition of toilets and others.
  • All the registered institutes must maintain garbage clearance in the campus from time to time.
  • The institutes of higher learning must have a proper disposal system of garbage to be eligible for rankings.
  • Innovative technologies used in the campus for maintaining cleanliness will be an added advantage for the institute to secure higher ranking.
  • The ranking authority will give 85% weightage to the cleanliness and facilities inside the campus.
  • The ranking authority will give 15% weightage for the activities outside the campus including the adoption of villages and spread hygiene in their surroundings.
  • Apart from the above-mentioned criterion, the institutes must maintain a hygiene hostel kitchen.

HRD Ministry will constitute a team to visit the institutes that have registered for the rankings. The team will conduct an inspection in August and the rankings will be declared in September.
