The Indian Institutes of Management Bill, 2017 empowering the institutes to grant degree is likely to be tabled on Thursday, 9th February 2017 in the Lower House of the Parliament.

The union cabinet headed by Prime Minster Narendra Modi has already cleared the Bill. The Bill empowers the IIM Board of Governors to get an inquiry conducted against a Director following the failure in his performance as per the proposed act. But the person in the inquiry should not be below the rank of Judge of High Court.

As per the provisions of the draft Bill, Board of Governors of IIM will have the responsibility to scrutinize the performance of the institute year after year. The Bill also proposes to declare these institute as the Institutions of National Importance. The institutes will be run by their boards with participation of members from different fields or backgrounds such as -

  • Alumni of the institute
  • Inclusion of women
  • Experts from various domains
  • Members of Scheduled Castes/Tribes

Besides that, a periodic review of these institutions will be done by reputed independent agencies. Its result will be placed on a public domain. All the annual reports will be audited by CAG (Comptroller & Auditor General of India ). The Bill also proposes a coordination forum which will play the role of an advisory body of IIMs. IIM Bill was conceived during the regime of UPA Government but it could not see the light of the day due to the opposition from the IIMs, as they thought it would curtail their autonomy.

However, the Bill bestows more autonomy to IIMs than it was thought. Under the provisions of the Bill, presidents will have no rule in the institutes, unlike IITs and NITs. IIM will choose their own directors and chairpersons.
