In a recent amendment made to the Clinical Establishment Rules, M.Sc graduates in Pathology, Medical Biochemistry or Medical Microbiology will be eligible to run basic laboratories. M.Sc graduates, with apt qualifications, can also sign medical test reports that hold no medical opinion.
New amendments to the Clinical Establishment Rules at the Central Government has now allowed medical M.Sc graduates (such as M.Sc Pathology, Medical Biochemistry or Microbiology), who have three-year work experience, to run basic laboratories. The amendment also states that MBBS doctors who have 1-year work experience in a Medical Diagnostic Laboratory are also allowed to run basic laboratories.
As per the new amendments, to run a basic laboratory, for M.Sc graduates, it is important they have obtained their degree from a recognised University/Institution, in Pathology, Medical Microbiology or Medical Biochemistry. Along with the academic qualifications, it is imperative for the candidates to have worked/trained in Medical Diagnostic Laboratory for the entire duration of three years.
M.Sc graduates in the above-mentioned subjects who have 3-year work experience in any government or recognised government/recognised college, hospital, institution or organisation will also be eligible to run a basic laboratory. The minimum qualification required for these candidates is to have worked as a Technical Head of Laboratory or Specialist or Authorised Signatories (*With Certain Conditions).

The step had been taken after the Medical Council of India announced the approval of Medical M.Scs to sign technical reports. Clarifying that the technical report state the results revealed from a medical test, without mentioning any medical opinion. The medical reports shall be signed by a qualified M.Sc graduate in the field of Medical Biochemistry/Microbiology or those with a PhD degree in the respective subjects.

The amendments further stated that such reports produced by M.Sc degree holders should also bear a disclaimer disclosing that the reports have been generated strictly for the use of medical practitioners and not for any medical diagnosis. In other words, only qualified medical practitioners who qualify the respective criteria as mentioned in the IMC Act, are allowed to sign the medical lab reports that include any kind of medical diagnosis and/or medical opinion based on the results of the test.
