The President of India, Shri Pranab Mukherjee will host the second Visitor's Conference, i.e., a conference of Director Generals/ Vice Chancellors/ Directors of Institutions of higher learning for which he is a visitor. The conference will take place at Rashtrapati Bhavan from November 16 to 18, 2016. It is the second conference where all the heads of higher learning institutes will come together. Earlier, a separate conference was held for Vice Chancellors of Central Universities, Directors of IITs, NITs, IISc and IISERs.

As a part of second Visitor's Conference, 32 central institutions and 65 industry organisations will exchange as many as 68 MoUs. Currently, Pranab Mukherjee is the visitor of 126 central institutes of higher learning.
The agenda of the Visitor’s Conference includes:-
- Funding options for higher education
- Technology-induced models of pedagogy
- Transforming India into a favoured destination for higher learning
- Creating global alliance of institutes for research, innovation and technology development
- Creating world-class higher educational institutions

On the first day of the conference, National Students Startup Policy will be launched by the President. Union Minister of Human Resource and Development Prakash Javadekar will also present on occasion. The main objective of the policy is to propel youth of India to contribute to the nation’s socio-economic progress by promoting technology-driven student startups. The policy will also enhance soft skills in the students.
The second and third day of the conference will focus on agenda of the conference. Panel discussions and group work will take place on the agenda and presentations will be made on converting Rashtrapati Bhavan into a smart township.
