
IIM Guwahati Bill in Lok Sabha:
Union Education Minister Dharmendra Pradhan filed a bill in the Lok Sabha on August 18, 2025, Monday, to designate IIM Guwahati as a national institution of importance by adding it as the 22nd IIM to the schedule of the Indian Institutes of Management Act, 2017. In the lower house of Parliament, Pradhan introduced the "Indian Institutes of Management (Amendment) Bill, 2025" amidst opposition clamour on the Special Intensive Revision (SIR) of Bihar's electoral lists. According to the bill, the establishment of an IIM in Assam will improve the region's general educational and developmental prospects and provide a wealth of opportunities for students in the Northeastern Indian region to develop managerial capabilities.
The bill draft states that the establishment of IIM Guwahati as a national institution was one of the major projects included in a Memorandum of Settlement (MoS) signed by the central government, the Assam government, and the United Liberation Front of Assam (ULFA). The MoS includes a Special Development Package (SDP) for Assam. With a population of over three crore, a huge student body of over 5.5 lakh in higher education, and a critical role in the overall development of the region, the bill stated that the Assam government has sought to build an IIM in the state.
There are 21 IIMs in India, including Meghalaya's IIM Shillong. IIM Guwahati will be the second IIM in the Northeast and the 22nd overall. Guwahati's standing as a centre of education is further supported by the presence of prestigious universities like the National Law University (NLU), All India Institute of Medical Sciences (AIIMS), and Indian Institute of Technology (IIT). According to the bill, IIM Guwahati will receive a corpus of ₹555 crore over five years (2025–30) to cover both recurrent and non-recurring expenses. After that, the institute should be able to support itself. The bill stated that the Consolidated Fund of India would provide the funding.
