The Uttar Pradesh Rajarshi Tandon Open University (UPRTOU) in association with Commonwealth Educational Media Centre for Asia (CEMCA) is planning to develop world-class study material for students very soon.
They also intend to provide special training to counsellors and guide students.
The Vice-chancellor of UPRTOU said that they are going to sign a MoU as the talks are in advanced stage. Both UPRTOU and CEMCA plan to work on developing Massive Open Online Courses (MOOCs), designing study material, counsellors training programme, and ICT integration in teacher education programmes etc.

Commonwealth Educational Media Centre For Asia (CEMCA) is part of Commonwealth of Learning (COL). It is an inter-government organisation created by Commonwealth heads of government. CEMCA promotes, develops and shares open learning and distance education knowledge, resources and technologies.
The VC also said that the main focus of COL is to strengthen institutions in developing Commonwealth countries that are trying to provide affordable education.
In 1994, CEMCA was established to broaden the scope of education as to cover formal, non-formal and lifelong education at the different level.

Other points of the agreement:
- Setting up of a community radio was also a part of the agreement.
- Air educational programmes tailor-made for students of the region.
- Provide help to the students.
- Interviews with scientists and experts
- Open Educational Resources (OER) policy for the university.
The Open Educational Resources (OER) policy, aims to promote and implement the creation, remix, reuse, re-purpose and redistribution of OER and also finalise other terms and conditions as laid down by the university from time to time. The policy is fully prepared and shall be implemented soon, revealed the VC.
