Domicile Mandatory for MBBS Admissions in Maharashtra

Directorate of Medical Education and Research (DMER), Maharashtra is making some bold moves regarding medical admissions in the state. According to DMER, only those students who have pursued Class 10 and 12 from Maharashtra and possess the state domicile will be eligible for admission to MBBS and BDS seats in the state’s medical colleges from 2018 onwards.

DMER had intended to implement this rule from 2017, however, the rule was stayed by the Aurangabad bench of the Bombay High Court. Director of DMER, Dr. Pravin Shingare, said the rule was introduced to ensure that Maharashtra students get a fair chance during admissions and are not at a disadvantage.

According to this rule, students from other states will be eligible to apply for medical courses in the state under all-India quota, Shingare informed.

In 2017, this rule introduced by the DMER was stayed as various petitioners had argued that they lived near the borders of Maharashtra and it was convenient for their wards to take admission in the state medical colleges. Therefore the Bombay HC declared that the rule cannot be implemented retrospectively.

However, the DMER has maintained that the rule will be implemented from 2018 regardless. Brochures will be published soon with detailed admission rules and criteria. Admission to the state, medical college admissions will be done on the basis of NEET UG exam that will be conducted on May 6, 2018.

Till 2016, students who had passed class 10 and class 12 from Maharashtra or domicile students who had passed only class 12 from the state were eligible to apply for 85% of the medical seats offered by the state medical colleges.

Passing of this new rule will make both these conditions mandatory for students to apply for these seats. The DMER also added that if stakeholder contend their decisions, they are prepared to fight for the welfare of the students in the state.
