DU at Risk of Fund Cut, yet to Sign MoUs with Centre

Delhi University is at the risk of getting its funds cut as it is the only exception out of the 40 central universities which have signed MoUs with the UGC and HRD ministry. The MoUs state the achievement targets and also form the basis of the grants allotted to the institutes.

Like last year, tripartite MoUs are being signed and many varsities have already signed the pacts. DU is the only exception and since it hasn’t signed it yet, the funding continues to be at risk though, in a meeting which was held recently, the VC has assured he would get the proposal cleared so that the pact can be signed.

The University Grants Commission and HRD ministry and UGC had signed pacts with universities last year which also had various parameters. The parameters included filling up of vacancies, utilizing resources, output targets in terms of the programme of work and action plan, etc. The ministry had also carried out reviews of the universities as per the MoUs.

The MoUs are being signed in accordance with the general financial rules set by the union government which DU has not agreed with so the funding can be stopped.

As per rule 229 (11), autonomous organisations as well as others which have a budgetary support of more than 5 crore Rs per annum can enter an MoU with the administrative ministry or department, stating the performance parameters, output targets as in the details of the programme of work and improvement in output as well as the input requirements.

The output targets which can be measured should be the basis of the budgetary support which can be given to the organisations.
