The autonomy recommended by NITI Aayog, on creating 20 world class institutes, to HRD ministry did not find good responses.

During the meeting held between HRD ministry, NITI Aayog, and PMO the recommendations lead to a tussle like situation. Prakash Javadekar, HRD Minister said that the suggestion cannot be implemented easily. These suggestions go against the law and consequently it would require several amendments.

NITI Aayog had come forward with its recommendations on creating 20 world class institutes. Finance Minister, Arun Jaitley in his Budget in February, announced to set up 10 private institutions and 10 public institutions with world-class teaching and research experience.

Amitabh Kant, CEO Niti Aayog, made several suggestions to set up of world class institutes. In a letter written to PMO, he suggested that the proposed institutes should not be regulated by professional councils like-

  • AICTE
  • Medical Council of India
  • Dental Council of India
  • Architecture Council of India

Kant also wrote that government should give fees for recruitment, freedom to fix salary, and help in the promotion of faculty.

Though HRD officials are uneasy with the suggestions, PMO is comfortable. Senior officials said that it would lead to disparity among centrally funded institutions as they are yet to give liberation over salary issue and recruitment of faculty members.

Even Ranjit Kumar, Solicitor General of India said that it is not legally acceptable to create a separate regulatory body for the proposed institutions.

The idea to make 20 world class institutions will pave the way for various avenues and opportunities in the education and research world. Now it depends on the government to decide how these institutions will work.
