HRD Minister Prakash Javadekar has signed MoU for the third phase of the Technical Education Quality Improvement Programme (TEQIP). The MoU was signed Thursday, February 2, with 18 States and 1 UT. The programme is backed by the World Bank in order to help improve the overall quality of education.

Highlighting the need to focus on research and development, Javadekar said that infrastructure and trained manpower is essential to raise the education quality. He also said that TEQIP will assist in the enhancement of education quality.

Low-income states including Bihar, Jharkhand, Chhattisgarh, Odisha, Madhya Pradesh, Rajasthan and Uttar Pradesh will be covered under the programme along with 8 north-eastern states including Arunachal Pradesh, Manipur, Assam, Sikkim, Meghalaya, Nagaland, Mizoram and Tripura. 3 Hilly states will also be included i.e. Himachal Pradesh, Uttarakhand, Jammu & Kashmir and a Union Territory (Andaman and Nicobar Islands) will also be part of the programme.

The project has helped enhance the administration procedure at colleges and has provided autonomy. Student assessment systems and transparency within colleges have also improved. It will further be implemented as a ‘Central Sector Scheme’ with an estimated expenditure of Rs.2660 crore.

Close to 200 government funded engineering institutes including centrally funded institutes will be shortlisted for upgrading. Certain grants have been allocated for different types of institutes.

Following is the amount decided for institutes:

The TEQUIP programme was started in 2003 as a three-phase programme. The first two phases have helped improve the infrastructure and quality of education to a considerable level. The first two phases covered the major cities whereas the third and last phase will look after the remote areas and bridge the gap between the tier 1 and tier 2 cities.
