No Proposal on Indian Education Services and Foreign Universities in India: HRD Ministry

HRD Ministry confirmed that the government has no plans to set up an Indian Education Service. The government has also not received any proposals from international universities to set up their campuses in India, clarified the ministry.

Minister of State HRD, Mr. Satya Pal Singh informed Rajya Sabha that the government is not planning to constitute or set up Indian Education Service for making appointments to the posts of Registrar, Pro-Chancellor, Vice-Chancellor and Chancellor in central and state universities across the country. At present, incumbents to these posts in higher learning institutes are being carried out in a transparent manner. The government is strictly following the recruitment rules framed by the Indian Constitution for such appointments, he clarified.

Mr. Satya Pal Singh also explained that the government did not receive any proposal from international universities for setting up their campuses in India. The AICTE (All India Council for Technical Education) and the UGC (University Grants Commission) confirmed that they have not received any proposals so far. However, Indian institutes that have been granted higher autonomy are free to collaborate with international universities. Similarly, international universities can take up ties with Indian institutes, he highlighted.

Collaboration with international universities will help the Indian institutes/ universities to facilitate student exchange programmes, faculty exchange, sharing of knowledge & resources, joint research and academic programmes etc. Such collaborations will boost the world rankings of Indian institutes. Therefore, the Indian government is allowing some of the top institutes in India listed under higher autonomy status to collaborate with foreign institutes.
