Recognise Open and Distance Degrees for PSUs Recruitment: Government
- The government of India has urged PSUs to consider Open and Distance Learning candidates for recruitment.
- The government has further clarified that degrees obtained through ODL mode are also eligible for securing jobs in government sector.
The central government has directed PSUs (Public Sector Undertakings) to recognise diplomas and degrees acquired through distance and open learning from the universities which have an approval from the UGC for recruiting eligible candidates for various posts. Earlier, the government had received several complaints on PSUs rejecting candidates who have obtained their degrees in distance/ open learning mode.
The Ministry of Human Resource Development (MHRD) has written to Department of Public Enterprises to consider ODL (Open and Distance Learning) candidates for recruitments. Considering the request made by MHRD, the department has directed all the concerned authorities to make a note of the request.

The government has further clarified that degrees obtained through ODL mode are eligible for securing jobs in government sector and PSUs.
Recently, the government of India has directed UGC to relax norms for distance education. As per UGC norms, state universities can offer distance courses if they have a NAAC score of 3.26 or above. However, many universities with a NAAC score of less than 3.26 lost the eligibility to offer distance-learning courses. For instance, universities with a NAAC score of 3 – 3.25 do not have the authority to offer ODL courses due to new UGC rules.

Therefore, these universities approached Higher Education Department seeking the relaxation of norms to offer distance courses. UGC is yet to take a call on it.
